The Swiss Financial Market Supervisory Authority FINMA has partially revised its practice in Circular 2016/7 “Video and online identification”. It has taken into account the latest technological developments, particularly with regard to the Federal Act on Electronic Identity Credentials and Other Electronic Credentials (E-ID Act), which is due to come into force.

FINMA Executive Board: Alexandra Karg to leave FINMA; new division to be created

Alexandra Karg, Head of the Operations division and a member of the Executive Board, has decided to leave the Swiss Financial Market Supervisory Authority FINMA on 30 November 2026, after 10 successful years. FINMA’s CEO and Executive Board thank Alexandra Karg for her valuable contribution during her time at FINMA. As a result of this departure, the organisational structure will also be adjusted. Specifically, the Operations division will be streamlined and renamed Digital and Infrastructure. A new division – Business Management and Strategy – will be established, comprising the Finance, Human Resources, Communications, CEO Office and Implementation of Transformation sections and groups, and will ensure integrated business management in line with the defined strategy.

FINMA concludes enforcement proceeding against Julius Bär

The Swiss Financial Market Supervisory Authority FINMA has concluded an enforcement proceeding against Julius Bär bank in connection with private debt loans granted to a European group and client relationships involving two Russian PEPs, or politically exposed persons. It has established that the institution committed serious violations of supervisory provisions, in particular the requirements for appropriate risk management and the legal obligations relating to the prevention of money laundering. FINMA has thus concluded its fifth enforcement proceeding against Julius Bär in less than ten years. The bank had already implemented many immediate measures imposed by FINMA whilst the proceeding was ongoing. Further measures, following the conclusion of the enforcement proceeding, are now intended to ensure that the planned improvements to the compliance and risk culture are implemented effectively and sustainably across the institution. However, certain immediate measures were lifted or relaxed once the proceeding had been concluded.

Der Bundesrat hat am 18. September 2026 weitere Sanktionsmassnahmen gegenüber Belarus beschlossen. Er schliesst sich damit den Massnahmen an, welche die Europäische Union (EU) am 23. April 2026 gegenüber Belarus verabschiedet hatte. Die Neuerungen treten am 19. September 2026 in Kraft.

Swiss insurance sector continues to strengthen its resilience

The 2025 insurance market report, published today by the Swiss Financial Market Supervisory Authority FINMA, shows that the Swiss insurance sector is in a strong financial position overall. Insurance companies significantly increased their equity and continued to maintain a high level of solvency. At the same time, the sector achieved a significantly higher aggregate annual result than in the previous year.

The Swiss Financial Market Supervisory Authority FINMA supports the consultation drafts presented by the Federal Council for the implementation, within the Banking Act and the Liquidity Ordinance, of the measures set out in the Federal Council’s “too big to fail” report and the PInC report on the CS crisis. These are key to strengthening banking stability and the reputation of the Swiss financial centre. To achieve the best possible results, FINMA recommends that the measures proposed be implemented as a comprehensive package. In particular, it advocates for the strengthening of instruments with a preventive effect.

The Swiss Financial Market Supervisory Authority FINMA has concluded enforcement proceedings against two institutions and one individual for serious breaches of the rules of conduct governing the provision of financial services under the FinSA. To restore compliance with the law and protect investors, FINMA ordered various measures. It withdrew Swiss Fund Management AG in liquidation’s licence to manage funds. An application by BZ Berater Zentrum AG for authorisation as an independent portfolio manager was rejected. In addition, FINMA is confiscating millions in illegally generated profits and imposing a multi-year industry ban on one of the individuals responsible.

Insurance intermediaries: supervision is having an impact, but there is still a need for action to tackle abuse

The revised Insurance Supervision Act and Insurance Supervision Ordinance came into force on 1 January 2024, bringing about significant changes to the insurance intermediary market. Two and a half years later, FINMA took stock at a symposium in Bern attended by industry experts. It noted positive progress in client protection, but also emphasised that many people are still operating without authorisation. Around 12,000 untied insurance intermediaries are authorised by FINMA.

The Swiss Financial Market Supervisory Authority (FINMA) welcomes the dispatch on the revision of the Banking Act, which the Federal Council adopted today. The bill is one of several key measures aimed at strengthening banking stability. In order to achieve the best possible results, FINMA recommends that the measures proposed in the Federal Council’s parameters for amendments to the Banking Act be implemented in their entirety. In particular, it advocates for the strengthening of statutory instruments aimed at prevention.
